MVA Vehicle Business License and Registration Questions Answered

The Department of Motor Vehicles (MVA) assists the Maryland State Comptroller and the Department of Labor, Licensing and Regulation (DLLR) in withholding unpaid state taxes and unemployment benefits. The MVA will suspend the renewal of a driver's license and/or vehicle registration for those who do not pay their debts.

Customers with restricted benefits must first pay off their Maryland tax and unemployment liabilities in full or in part before the block can be lifted.

1. Under what circumstances will the MVA place a hold on my driver's license or registration if I do not meet my full Maryland tax liability?

If you do not pay all outstanding taxes, the Office of the Comptroller will decide whether to suspend your driver's license or vehicle registration. Individuals and businesses who attempt to pay their taxes slowly through a payment plan approved by the Office of the Comptroller may renew their driver's license and/or vehicle registration. Once suspended, the MVA will only remove the hold on renewal after receiving approval from the Office of the Comptroller and/or the Department of Work and Labor Relations (DLLR).

2. What should I do if I receive a work order from the MVA stating that I have not paid taxes that will suspend my driver's license and/or vehicle registration?

You should contact the Office of the Comptroller or a tax professional, not the DMV, to arrange payment of your outstanding taxes. Your driver's license or vehicle registration will be suspended if you do not take action by the renewal date printed on the notice.

3. I am a business owner with outstanding unemployment insurance liabilities. Can my vehicle registration renewal be delayed?

Yes. Any business with outstanding taxes or unemployment insurance liabilities will have their vehicle registration renewals restricted. You will need to process unpaid unemployment insurance payments. It is recommended that you contact a tax professional to discuss your payment options.

4. What should I do if my driver's license or vehicle registration renewal is suspended?

If you have difficulty renewing your driver's license or vehicle registration due to unpaid taxes, you will need to notify the General Accounting Office or a tax professional to resolve outstanding tax issues and then make personal and business tax payments.

5. What happens if I cannot pay the full amount of taxes due?

Even if you cannot pay in full, the Comptroller's Office may allow you to make other payment arrangements.

6. Can I dispute this freeze?

If you feel that the driver's license or vehicle registration renewal notice you received is incorrect, you can contact the department listed on the notice.

7. If my account is marked by the National Audit Office, will this affect my other transactions with the DMV?

Please contact the DMV to discuss what transactions are affected by the Comptroller's Office mark.

8. What unpaid corporate taxes could delay your company's vehicle registration renewal?

Unpaid sales and use taxes, entertainment taxes, corporate income taxes, withholding taxes, entity taxes, alcohol taxes, tobacco taxes, and fuel transportation taxes could cause your vehicle registration renewal to be frozen by the Comptroller's Office.

Unpaid unemployment benefits could cause your vehicle registration renewal to be frozen by the DLLR.

9. How long will it take to remove the restrictions on my license or registration renewal after I make full payments and enter an approved payment plan?

You should allow up to two business days after receiving the order for eligible assets to allow the Treasurer or Department of Labor to release the renewal restrictions. Don't wait until the last minute to deal with unpaid taxes or unemployment insurance payment debts on the last day of renewal.
